
Surrey-Langley SkyTrain Expansion
Project Overview
The Surrey–Langley SkyTrain is a 16 km extension of the Expo Line, connecting King George Station in Surrey to Langley City. With eight new stations and three transit exchanges, the $6 billion project will improve regional transit, support growth, and enhance sustainability through integrated active transportation. Completion is expected by late 2029.
CHARTER’S ROLE:
Charter serves as the Owner’s Advisor on the Surrey–Langley SkyTrain Project, providing strategic support across key planning and procurement activities. Charter’s role includes cost estimating for SkyTrain infrastructure, alternative procurement analysis, and development of decision-making frameworks to guide delivery strategy. The team also provides risk analysis and advisory on construction methods and constructability, ensuring that design and planning decisions aligned with cost, schedule, and implementation feasibility for this major rapid transit investment. Charter further assists the Owner with progress payment reviews, earned-value management and payment certification.
