Roberts Bank, Terminal 2 – S-Bend

Project Overview

The Roberts Bank Terminal 2 (RBT2) project is a proposed expansion of the Vancouver Fraser Port Authority’s container capacity in Delta, BC. As part of this major infrastructure initiative, the S-Bend Project will play a key supporting role. Located northwest of the existing Roberts Bank terminal, the S-Bend area includes critical road, rail, and underground utility infrastructure. The proposed overpass and road network will maintain uninterrupted access to the existing Deltaport and Westshore terminals while enabling future access to the new RBT2 container terminal—supporting efficient, safe, and integrated terminal operations.

As part of the Owner’s Engineer (OE) team on the S-Bend Project, Charter provides specialized advisory services in cost estimating, constructability, and risk management. Charter supports the development of a realistic and defensible project budget through detailed cost estimating and financial analysis. Our team conducts comprehensive constructability reviews to identify staging, access, and logistical challenges early in the design process, and leads risk identification and mitigation planning to inform project strategy. Charter also actively participates in and facilitates optioneering sessions to evaluate design alternatives—ensuring the selected reference design minimizes risk while delivering optimal value in terms of cost, schedule, and constructability.
