
Pattullo Bridge Replacement Project
Project Overview
The Pattullo Bridge Replacement Project is a new, toll-free, four-lane cable-stayed bridge currently under construction, connecting Surrey and New Westminster across the Fraser River. Designed with modern safety features—including wider traffic lanes, a central median barrier, and fully separated walking and cycling paths—the bridge will also offer enhanced connections to local road networks in both cities. Located immediately upstream of the existing structure, it replaces the ageing 1937 bridge without service interruption. The new crossing will meet current seismic and structural standards and is designed for potential future expansion to six traffic lanes. Owned and maintained by the Province, the project is being delivered by Transportation Investment Corporation under a $1.377–1.637 billion budget, with construction managed by Fraser Crossing Partners and scheduled to open in 2027
CHARTER’S ROLE:
Charter served as the Owner’s Advisor for the Pattullo Bridge Replacement Project, providing integrated support across technical, construction, and commercial management during both planning and delivery phases. Charter’s role included guiding technical direction, supporting program management, and leading cost estimating and risk assessment activities. The team contributed to early planning and constructability input during project definition, advised on procurement strategy, and led commercial management throughout. During delivery, Charter also provided construction oversight, including health and safety advisory services and independent safety audits—ensuring the project progressed with disciplined execution, effective risk management, and alignment with provincial standards.
