Horseshoe Bay Terminal Infrastructure Renewal Program

Project Overview

BC Ferries is undertaking a major infrastructure renewal at the Horseshoe Bay terminal—one of its oldest and busiest terminals—to enhance safety, reliability, and customer experience. The multi-year program includes the upgrade or replacement of three berths, relocation of the control tower, seismic and structural improvements, and modernization of aging infrastructure to meet current and future demand. With investments expected in the hundreds of millions, the upgrades will improve operational efficiency, accommodate a broader range of vessels, and support the integration of BC Ferries’ New Major Vessels, all while prioritizing minimal disruption to customers and staff.

CHARTER’S ROLE:

Charter is providing integrated cost, procurement, and technical advisory services to support the planning and delivery of the Horseshoe Bay Terminal Infrastructure Renewal Program. This includes budget development, funding strategy, procurement planning, and constructability input—ensuring the program is aligned with commercial frameworks and deliverable within complex operational constraints. Through this support, Charter is helping BC Ferries implement a resilient and future-ready infrastructure program.
