Project Overview

The Fraser Valley Highway 1 Corridor Improvement Program is a comprehensive infrastructure initiative led by the British Columbia Ministry of Transportation and Infrastructure. Spanning over 21 kilometers from Langley to Chilliwack, the program aims to enhance safety, capacity, and reliability along this vital transportation corridor.

CHARTER’S ROLE:

Charter serves as the Owner’s Engineer on the Fraser Valley Highway 1 Corridor Improvements Program, providing integrated advisory services to support the planning, procurement, and delivery of this multi-billion-dollar infrastructure initiative. Charter provides strategic advice and support to ensure best-for-project decision-making across program phases. Working closely with BC’s Ministry of Transportation and Transit, Charter helps drive value through disciplined project controls, collaborative delivery strategies, and a deep understanding of construction execution in complex, multi-phase environments.

Acting as the Owner’s Engineer, Charter represents the BC Ministry of Transportation & Transit.

Charter is responsible for overall Program Management including:

  • Risk Management

  • Cost Estimating

  • Cost Management

  • Design Management

  • Scheduling

  • Procurement

  • Construction Supervision

  • Contract Administration

  • Project Controls

  • Health & Safety Audits

  • Resource Management
