Project Overview

The Fraser River Tunnel Project (FRTP) is a transformative infrastructure initiative in British Columbia, aimed at replacing the aging George Massey Tunnel with a modern, eight-lane immersed tube tunnel. Spanning the Fraser River between Richmond and Delta, this project is a central component of the broader Highway 99 Tunnel Program, designed to enhance transportation efficiency, safety, and sustainability in the region. 

CHARTER’S ROLE:

Charter serves as the Owner's Advisor for the FRTP, providing comprehensive technical leadership and support.

Our responsibilities include:

  • Technical Leadership: Overseeing and coordinating a multidisciplinary team comprising engineering consultants, owner’s staff, marine and onshore construction experts, and cost and schedule estimators.

  • Early Planning & Constructability Support: Offering insights into project planning and constructability to ensure efficient and effective construction methodologies.

  • Project Definition: Assisting in defining project scope, objectives, and deliverables to align with stakeholder expectations and regulatory requirements.

  • Community Engagement Support: Supporting efforts to engage with local communities, Indigenous groups, and other stakeholders to foster transparency and collaboration.

  • Procurement Advisory: Providing strategic advice on procurement processes to ensure value for money and adherence to best practices.

BUDGET: $4.2B as published by Owner

LOCATION: Fraser River, connecting Richmond and Delta, BC

KEY FEATURES:

  • Eight-lane immersed tube tunnel with three general-purpose lanes and a dedicated transit lane in each direction

  • Separated multi-use pathway for pedestrians and cyclists

  • Replacement of the Deas Slough Bridge

  • Approximately 10 km of Highway 99 improvements between Steveston Highway and Highway 17A

  • Designed to meet modern seismic standards and accommodate the transportation of dangerous goods

TIMELINE:

  • Construction commencement: Anticipated in 2026

  • Tunnel completion: Anticipated in 2030

  • Overall project completion: Anticipated in 2032

Charter plays a pivotal part in guiding the FRTP towards successful completion, ensuring that the project meets its goals of improving transportation infrastructure and serving the needs of the community.
