Elan Samouilhan is the Practice Lead for Alternative Delivery at Charter, with over a decade of experience in the planning, design, and execution of major civil infrastructure projects across British Columbia and Saskatchewan. A professional engineer with a degree in Mining Engineering from UBC, Elan brings a practical, field-driven approach to project delivery grounded in both contractor and consulting roles.
Elan began his career in municipal roadworks and utilities construction before moving into the mining sector, where he contributed to the development of mine infrastructure and processing facilities. Elan has established himself as a trusted advisor to public sector clients including the BC Ministry of Transportation and Infrastructure, TransLink, the Port of Vancouver, and the City of Vancouver.
Elan leads multidisciplinary teams across all phases of project delivery—from early-stage design and procurement to construction oversight and stakeholder engagement. His expertise spans bottom-up cost estimating, constructability analysis, contract preparation, and schedule management on projects valued up to $3.5 billion. Notable assignments include roles on the Pattullo Bridge Replacement, the Highway 1 Four-Laning Program, and multiple flood recovery efforts under the BC Highway Reinstatement Program.
Elan’s unique strength lies in combining technical knowledge with field experience to produce realistic, buildable solutions. Whether coordinating complex stakeholder interfaces or negotiating cost models under collaborative delivery frameworks, Elan delivers results that are aligned with budget, schedule, and operational goals.
